Guidelines for International Temporary Work Location (ITWL) for Graduate Assistants
In fall 2020, the Graduate and Professional School in coordination with the Dean of Faculties put together Guidelines for International Temporary Work Location (ITWL) requests for Graduate Assistants. The purpose of these guidelines is to provide a consistent and uniform approach and understanding to ITWL requests. In addition, these guidelines layout the criteria for this type of request, the maximum authorized duration, the process for obtaining the approval of the request, and the terms and conditions of the ITWL.
These guidelines, however, do not apply to graduate assistants on travel to international conferences, international assignments funded by external grants, long term assignments of 60 days or more, or graduate assistants on leave without pay.
Per these guidelines, ITWL’s are intended to be a business trip of short-term duration not to exceed 60 days, due to a critical business need, and not a mechanism to shift remotely to a foreign jurisdiction the performance of the day-to-day work of the graduate assistant. The Graduate and Professional School is accountable for evaluating if the critical business need can outweigh the potential of making the university subject to foreign risks and obligations. The employing unit is responsible for submitting the International Temporary Work Location (ITWL) request on behalf of the graduate assistant. The request must be routed through the Dean / GOC Dean or designee to the Associate Provost and Dean of the Graduate and Professional School. Approval must be granted prior to the graduate assistant beginning work from a foreign jurisdiction.
